1. नागरिकता:-उम्मीदवारों को निम्नलिखित होना चाहिए।
भारत के नागरिक होना।
नेपाल या भूटान के नागरिक।
1962 के पहले भारत में स्थायी रूप से बसने का इरादा रखने वाले तिब्बती शरणार्थियों में से होनाभारत में स्थायी रूप से बसने का इरादा रखकर पाकिस्तान, बर्मा, श्रीलंका, केन्या, युगांडा, टांजानिया, ज़ाम्बिया, मलावी, ज़ायर, इथियोपिया या वियतनाम से प्रवासित भारतीय मूल के व्यक्ति।
